Es relevante el número de personas con alguna discapacidad en Portugal, España y, dentro de la misma, Andalucía, y la Unión Europea que desean gozar del ocio y del turismo. Por tanto, a la imposición legislativa hay que añadir la oportunidad económica del turismo accesible. Los variados modelos turísticos existentes (sol y playa, rural, turismo cultural, turismo activo, etc.) pueden y deben llevar también la etiqueta de «accesible». Pero la realidad, a pesar del avance experimentado en materia de accesibilidad, todavía está lejos de ello. No obstante, surgen novedosas experiencias públicas y privadas de destinos y equipamientos de uso público y vocación turística especialmente volcados con este colectivo y que es interesante resaltar por sus trascendencias empresariales y sociales. Asimismo, se trata de una nueva tipología o modelo, el del turismo accesible, con notables indefiniciones conceptuales y muy poco estudiado desde la geografía. ; There is a relevant and growing number of people with some degree of sensory and physical disability in Portugal, Spain, including Andalusia, and the European Union, who want to be able to enjoy leisure and tourism. Therefore, in addition to the creation of legislature, an economic opportunity should be added. The various tourism models that already exist (sun and beach, rural, cultural tourism, adventure tourism, etc.) can and should also be categorised as «accessible». But the reality is that, despite the advances made in terms of accessibility, there is still a long way to go. Nevertheless, interesting public and private experiences are emerging, involving tourist destinations and facilities and that are particularly well adapted to disabled people. It is interesting to highlight this for it´s business and social importance. Likewise, this refers to a new type or model, of accessible tourism, with significant conceptual uncertainties and barely studied from a geographical point of view.

Nuestra intención es pormenorizar en lo que respecta al ciclo integral del agua de los municipios de la Cuenca del Tinto. En este contexto, se abordan también algunos rasgos físicos e históricos de este río y, por extensión, de otros recursos hídricos de la provincia de Huelva. Al mismo tiempo, se reflexiona sobre el papel de las mancomunidades de agua y la demanda creciente proveniente de la agricultura. Las sombras de este río son sus problemas de contaminación (minas en la cabecera e industrias químicas en su desembocadura) y las nuevas esperanzas, a su nuevo interés medioambiental, a los planes de corrección y a las posibilidades turísticas de este territorio. Asimismo, hay que tener en cuenta el marco institucional, legislativo y territorial de otras escalas, y que van desde Andalucía a la Unión Europea. Precisamente, de aquí proviene la Directiva Marco del Agua, de 2000, que ha activado profundos cambios conceptuales, normativos e institucionales del agua en España y Andalucía. ; Our intention is to amplify the knowledge about the integral water cycle over the Tinto River Basin towns. In this context, some physic and historical features are covered, and by extension, other water resources of the province of Huelva. At the same time, the paper reflects on the water mancomunities role and on the increased water demands from agriculture. The shadows of this river are its pollution problems (mines in its headwater and chemical industries in its mouth) and the new hopes are conduced by its new environmental interest, the plans of correction and the tourist possibilities of this territory. Also, we must pay attention on the institutional, legislative and territorial framework scales, from Andalusia to the European Union. Precisely, Water Framework Directive 2000 comes from EU. It has activated profound conceptual water normative and institutional changes in Spain and Andalusia.

Son líneas divisorias y, a la vez, franjas de territorios de transición con un important e patrimonio natural y cultural qu e s e convierten ahor a en recursos de atracción par a novedosas demandas turísticas. Por ello, s e estudi a y a el turismo d e fronter a como un nuevo producto dond e el recurso de l a frontera y l a histori a es el principal atractivo y destino, aunqu e d e forma complementari a a otros recursos y productos turísticos. Al margen de otros territorios y destinos fronterizos de Europa o del mundo, nuestra preocupación investigadora se centra en la Raya luso-española, en su extremo sur, en el Bajo Guadiana, en espacios que participan del Algarve, Baixo Alentejo y Huelva. En este territorio se conjugan destinos turísticos consolidados (Algarve y Costa Occidental de Huelva) con un interior muy próximo e ignoto para la mayor parte de los turistas alojados en ese borde costero, a apenas unas decenas de kilómetros. Sin embargo, en los últimos años, un incipiente espacio turístico parece abrirse tierras adentro (y aguas) desde la costa. El estuario del Guadiana actúa de puerta de entrada hacia un interior rico en recursos y patrimonios histórico - artísticos y naturales y que podría favorecerse de un turismo de frontera. Nuestra hipótes is principal es que el desarrollo del turismo de frontera podría ser una oportunidad para este territorio transfronterizo. En este trabajo tratamos, por tanto, de: - Analizar el marco geográfico y el patrimonio natural y cultural de este ámbito transfront erizo, con una breve semblanza a su población y políticas de cooperación en materia de infraestructuras de accesibilidad y de turismo. - diagnosticar este novedoso producto turístico y para este territorio en particular, - y hacer unas propuestas capaces de i mpulsar esta actividad turística. ; In th e area of integration of the European Union th e borders still persist, now without th e difficulties and barriers of yesteryear, but maintaining numerous symbols and elements of th e cultural heritag e that continu e to mak e a difference. Therefore, border tourism is already being studied as a new product wher e the border and history resource is the main attraction and destination, although in a complementary way to other touris m resources and products. Apart from other territories and border destinations in Europe or the world, our research concern focuses on the Luso- Spanish border, the "Raya" or "Raia", at its southern end, in the Lower Guadiana, in spaces that participate in the Algarve, Baixo Alentejo and Huelva. In this territory are combined tourist destinations (Algarve and West Coast of Huelva) with a very close interior and unknown to most tourists staying on that coastal edge, just a few tens of kilometers. However, in recent years, an incipient tourist space seems to open up inland (and waters) from the coast. The Guadiana estuary acts as a gateway to an interior rich in resources and historical-artistic and natural heritage and that could benefit from border tourism. Our main hypothesis is that th e develop ment of border touris m could b e an opportunity for this transboundary territory. In this work we are dealing, therefore, with: - Analyze the geographical, natural and cultural heritage of this cross - border area, with a brief profile of its population and cooperation policies on accessibility and tourism infrastructures. - diagnose this novel tourist product for this particular territory, - and make proposals capable of promoting this tourist activity. ; Fondo Europeo de Desarollo Regional

Cuba has not enacted a law regulating urban land uses and the scope of the interventions of the Public Administration in the land use planning field. The lack of regulation for local planning of urban land exposes a highly centralized administrative and economic model. In addition, public entities hold most of the economic resources in the country. This research aims to address the current Cuban system of urban planning from an interdisciplinary perspective which includes arguments from political science, economy and Urban Law. The findings of the study reveal a failure of the Cuban legal system in providing adequate regulation to public interventions in the urban land planning domain. ; A enero de 2018, Cuba no ha tenido una ley de ordenación urbana que regule los usos del suelo y la actuación de la Administración pública en esa materia. En este contexto, en el país rige un modelo administrativo y económico altamente centralizado. Además, el poder público detenta la mayor parte de los recursos económicos con los que cuenta el país. Esta investigación tiene como objetivo abordar el funcionamiento del sistema y del modelo cubano de ordenamiento territorial desde una perspectiva interdisciplinaria, que incluye consideraciones de ciencia política, economía y derecho urbano. Los resultados del estudio permiten sostener que el ordenamiento jurídico cubano no brinda el soporte adecuado para regular la actividad de la Administración en el ámbito urbanístico.

En el marco del turismo sostenible, se abre con fuerza un nuevo producto: el cicloturismo, que aprovecha, entre otras, las vías verdes, antiguas infraestructuras ferroviarias ahora acondicionadas para el ocio activo. En pocos años se ha desarrollado una amplia red de vías verdes que recorren regiones y países.
En España destaca el Programa Vías Verdes, que ha sido una oportunidad para proteger un patrimonio ferroviario en desuso y que, a la vez, permite a turistas y a otros usuarios conocer y gozar un patrimonio cultural y natural que especialmente transita por espacios rurales. El Programa se ha convertido también en nuevas oportunidades económicas para esos territorios.
Con esta aportación se analiza, se diagnostica y se hacen algunas propuestas sobre una de estas vías, la denominada Vía Verde del Aceite, que recorre las provincias andaluzas de Córdoba y Jaén.
In the Iberian Peninsula we are witnessing multiple changes in rural areas, the most evident of which are, in many cases, a prolonged loss and ageing of the population, which puts their environmental, demographic and social sustainability at risk. In recent decades, multiple policies and investments have been carried out to counteract these trends, the results of which have proved incapable of halting depopulation, abandonment of activities and loss of cultural heritage (tangible and intangible) and landscape. The demographic outlook for the rural areas of the interior of the peninsula and border areas (Iberian border) is very worrying. Population decline and ageing are reinforced by the loss of services, and lead to the abandonment of activities and a lower attractiveness compared to urban territories, making them incapable of fixing even their current population. These circumstances justify this research. The driving element has been the recent evolution and characteristics of the population and settlement. The scope of the study is the two Iberian countries, Spain and Portugal, with notable geographical and historical similarities and with an extensive and ancient border. For this purpose, a municipal-scale database with geo-referenced demographic data (INE) has been used with the support of a GIS. ; En la Península Ibérica asistimos a múltiples cambios en los espacios rurales, siendo los más evidentes, en muchos casos, una prolongada pérdida y envejecimiento poblacional que pone en riesgo su sostenibilidad ambiental, demográfica y social. En las últimas décadas se han llevado a cabo múltiples políticas e inversiones para contrarrestar estas tendencias, cuyos resultados se han mostrado incapaces de frenar el despoblamiento, abandono de actividades y pérdida de patrimonio cultural (material e inmaterial) y paisajístico. El panorama demográfico del medio rural del interior peninsular y áreas fronterizas (Raya ibérica) es muy preocupante. La disminución poblacional y el envejecimiento de refuerzan con la pérdida de servicios, e inciden en el abandono de actividades y un menor atractivo frente a los territorios urbanos, tornándose en incapaces para fijar siquiera su actual población. Estas circunstancias justifican esta investigación. El elemento conductor ha sido la evolución reciente y características de la población y poblamiento. El ámbito de estudio son los dos países ibéricos, España y Portugal, con notables semejanzas geográficas e históricas y con una frontera extensa y antigua. Para ello se ha utilizado una base de datos de escala municipal con datos demográficos (INE) georreferenciados con el apoyo de un SIG. ; Dans la péninsule ibérique, nous assistons à de multiples changements dans les zones rurales, le plus évident étant, dans de nombreux cas, une perte et un vieillissement prolongés de la population qui mettent en péril leur durabilité environnementale, démographique et sociale. Au cours des dernières décennies, de multiples politiques et investissements ont été menés pour contrecarrer ces tendances, dont les résultats se sont avérés incapables de freiner le dépeuplement, l'abandon des activités et la perte du patrimoine culturel (matériel et immatériel) et paysager. Le panorama démographique du milieu rural de l'intérieur péninsulaire et des zones frontalières (raya ibérique) est très préoccupant. Le déclin et le vieillissement de la population sont renforcés par la perte des services, et affectent l'abandon des activités et une moindre attractivité par rapport aux territoires urbains, devenant incapables même d'établir leur population actuelle. Ces circonstances justifient cette enquête. L'élément moteur a été l'évolution récente et les caractéristiques de la population et de l'établissement. Le champ d'étude est les deux pays ibériques, l'Espagne et le Portugal, avec des similitudes géographiques et historiques remarquables et avec une longue et ancienne frontière. Pour ce faire, une base de données à l'échelle communale avec des données démographiques (INE) géoréférencées avec l'appui d'un SIG a été utilisée.

The new territorial structures for the governance of the borderlands between Portugal and Spain (Eurocities) constitute a novel and exciting example of a local commitment to cross-border cooperation (CBC). The Eurocities are feasible institutions in very close cities and municipalities, and have always had intense relationships. With different speeds, formats and intensities, Eurocities have been forming along the European Union's internal borders. Compared to other types of cooperation entities created mainly at regional or sub-regional scales (Euroregions and Eurodistricts), Eurocities are created at the municipal or local level, which are the most relevant protagonists of cross-border flows and relations. These new institutions are established based on different common objectives, such as economic dynamism, tourism, mobility, sustainability and access to funding, among many other fields of common interest. The present research deals with the geographical and institutional framework of these new Eurocities on the Portuguese–Spanish border, where they have increased in recent years. Their beginnings, evolution and characteristics are analyzed through a review work. In many cases, Eurocities become responses at the local and municipal scales. Some of these Eurocities have gone one step further by becoming a European Grouping of Territorial Cooperation (EGTC), such as Chaves–Marín or Guadiana Eurocity. In addition, some of these second-generation CBC structures are integrating into higher regional levels, such as in the case of the Río Minho EGTC. Furthermore, the present study enables us to identify factors, such as the offer of common equipment and services offer, Eurocitizenship, enhancing access to European Funds, or the marketing and advertising of the Eurocity, as some of the critical factors for the success of the Iberian Eurocities. ; The project is funded under the program of the Minister of Science and Higher Education titled "Regional Initiative of Excellence" in 2019–2022, project number 018/RID/2018/19, the amount of funding PLN 10 788 423,16

This research looks into the codevelopment which has been going on in the territories and societies located on either side of the Strait of Gibraltar, with enormous contrasts in terms of wealth and social welfare. On the coast of the province of Huelva, Spain, there is a thriving agriculture linked to the strawberry and other berries, very intensive in the use of labour and to which thousands of day labourers arrive in times of harvesting and planting. Prominent among them are the Moroccan farm-hand, mainly constituted by the women who come from several rural areas. Therefore, our objective is to analyse the codevelopment currently generated in both territories. So, we have taken into account the framework of the current migration policies of Spain and the European Union, although the local authorities are the players that make this possible, so we must reach this scale.The main methodological tool of this research has been a series of isurveys of a representative sample of the Moroccan female seasonal workers collective who came to work at various farms in the province of Huelva. ; Esta investigación estudia el codesarrollo que viene produciéndose entre las sociedades y territorios situados a un lado y otro del Estrecho de Gibraltar, de enormes contrastes en términos de riqueza y bienestar social. En el litoral de la provincia de Huelva, España, existe una pujante agricultura ligada a la fresa y otras berries que es muy intensiva en la utilización de mano de obra y a la que llegan en épocas de recolección y plantación miles de jornaleros foráneos y extranjeros. Entre ellos, son muy significativos los braceros marroquíes, constituidos especialmente por mujeres procedentes de diversas áreas rurales. Por tanto, nuestro objetivo es analizar el codesarrollo que se está generando entre ambos territorios. Para ello, se tiene en cuenta el marco de las actuales políticas de emigración de España y la Unión Europea, si bien son las entidades locales las que lo hacen posible, por lo que hay que bajar a esta escala.La principal baza metodológica de esta investigación ha sido todo un conjunto de encuestas realizadas a una muestra muy representativa del colectivo de temporeras marroquíes que llegaban a trabajar a distintas explotaciones agrícolas de la provincia de Huelva. ; Ce travail de recherche étudie le co-développement qui est en train de se produire entre les sociétés et les territoires situés d'un côté et de l'autre du détroit de Gibraltar marqués par d'énormes contrastes en termes de richesse et de bien-être social. Sur le littoral de la province de Huelva en Espagne, il existe une forte agriculture focalisée sur la fraise et autres fruits rouges et pour laquelle il est nécessaire de faire appel à une intense main d'œuvre caractérisée par l'arrivée de milliers de journaliers venant de l'étranger en saison de récolte et de plantation. Parmi eux se trouvent les saisonniers marocains dont la plus grande partie est constituée par des femmes provenant de zones rurales. Notre objectif sera donc d'analyser le co-développement qui est en train de se développer entre les deux territoires. Dans ce sens nous tiendrons compte des politiques actuelles d'émigration de l'Espagne et de l'Union Européenne, mais aussi des organismes locaux qui rendent tout cela possible.La base méthodologique de ce travail de recherche est constituée par une série d'enquête réalisés à un échantillonnage représentatif de la communauté des journaliers marocains venus travailler dans différentes exploitations agricoles de la province de Huelva.

Durante siglos, la persistencia de relaciones contradictorias entre las comunidades locales de la Raya ibérica y los poderes estatales y regionales de la frontera ha conformado un desarrollo difícil para la cooperación transfronteriza. En su territorio, el despoblamiento, el retroceso de la agricultura, el desmantelamiento de la industria local y la precariedad de los servicios fueron creando un espacio en crisis, un espacio perdedor, en términos de darwinismo territorial. Sin embargo, desde hace unas décadas, en un nuevo marco institucional de cooperación entre los Estados de la Unión Europea, aparecen programas y fórmulas que intentan favorecer a los territorios de la frontera. Su implantación ha conseguido mejorar algunos elementos estructurantes, ya sean, puentes, carreteras, puertos y otras infraestructuras, pero no consiguen desterrar graves problemas de despoblamiento y atonía económica en la mayor parte del territorio rayano. Como hipótesis de partida, creemos que las políticas de cooperación transfronteriza han beneficiado a las estructuras políticas del Algarve, Alentejo y Andalucía, pero no han repercutido en el desarrollo de la Raya, ni en su gobernanza, ni en su dinamización productiva. Antes bien, los espacios fronterizos han aumentado su grado de marginalidad territorial con respectos a centros urbanos muy alejados de su problemática como pueden ser Lisboa y Sevilla. En consecuencia, el objetivo de este artículo es conocer y evaluar los efectos de los programas de cooperación transfronteriza de la Unión Europea en el ámbito de la Eurorregión conformada por Andalucía, Algarve y Alentejo, en las escalas regionales y en los espacios de frontera, especialmente desde el año 2000, cuando el programa INTERREG III comenzó a tener alguna repercusión en la cooperación transfronteriza. ; The persistence of contradictory relationships between the local communities of the Iberian Raya and state and regional authorities of the border has formed a difficult development for this territory, where depopulation, the decline of agriculture, dismantling of local industry and precariousness of services are creating a space in crisis, a loser space in terms of territorial Darwinism. In a new institutional framework for cooperation between the States of the European Union, a few decades ago new programs and formulas have appeared, trying to stimulate cross-border territories. Its implementation has improved some structural elements (bridges, ports and other infrastructures) but can not completely eradicate the serious structural problems of most of this frontier area. As hypothesis we believe that the policies of cross-border cooperation have benefited the political structures of the Algarve, Alentejo and Andalusia, but have not had repercussions in the improvement of the governance nor the development of border areas, which have increased their degree of territorial marginality respect to the nearest urban centres (Lisbon and Seville) and continue losing population. Therefore, the objective of this paper is to understand and assess the effects of cross-border cooperation programs of the European Union in the area of this AAA Euroregion, on regional scales and on border spaces, especially from the INTERREG III (2000-2006).
